Why not give a car owner a warning first, then tow the following violation?

Details
During three separate City Council meetings, staff explained the process of notifying the public via newsletters, newspaper, radio, etc. Council received input by the public while the Ordinance was being considered and they made the decision to ticket and tow vehicles immediately. Also, staff printed several hundred warning tags that were applied to vehicles prior to snow falling. These tags were applied to many vehicles parked in the right-of-way.
