The City of Boone is also considering a Time-of-Transfer Ordinance intended to eliminate illegal sanitary sewer connections before a home is sold or transfered.

Finally, the City of Boone is considering a $5 surcharge for all sanitary sewer connections having an illegal connection of storm or groundwater. These monies could be designated to offset the cost of treating groundwater and stormwater at the pollution control plant.

City Council has instructed staff to begin research of the above mentioned programs in a comprehensive effort to eliminate sanitary sewer backups caused by heavy rain events.

The report will be a resource as the Capital Improvement Plan (CIP) is developed for the upcoming fiscal year 2009—2010.
